He wants to leave her because of the current situation yet he wants to be with her. No matter the storm he'll be there, they'll be there. This song tears at me because of I am in that situation. A situation I wish I could get out of but because of the love for someone (that I can't have now but such a potential to have one day) I stick it out. And this song never does mention her take on it. He could be desperate or just hopeful.
