the guy who is "practicing his lines" is a D.A. aka a District Attorney meaning that he is going against the criminal,

Alright, this song is about the "execution" of Fred Hampton, Sr.. More information can be found there. Basically, Hampton was a Black Panther who was eventually killed by the Chicago Police & the FBI; some people actually say he was killed without a trial, unfairly and unconstitutionally.
