Yes this song is about war, its about the war in Kosovo. He was in Kosovo as a "peacekeeper" and the song is about his time there.

This song is portraying a vivid picture of the after-affects of war. He is specifically sharing his experiences of what he has seen in Kosovo as a peacekeeper. "He" is the military force that destroyed the homes and lives of the people they targeted; who were only innocent families who died unmercifully in his eyes. "And I see no bravery" is the cowardice tactics of today's militaries; that is to attack cities hundreds of miles away. It could also mean that the townspeople have been so discouraged and weaked by these attacks that there's no hope for them to fight back, or even rebuild to survive. I hope this helps!

I think "he" may, more specifically refer to Slobodan Milošević (obviously, spirirtually rather than physically), who I believe was the cause of these wars... but i'm not particularly well informed about these things, so i could be wrong

I give this a ten all around; just because the fact that James Blunt served in the British army. This in connection with my research leads me to believe that he has seen first hand the situations explained in this song. I may be wrong, and I am open to factual corrections. However, until proven wrong I will continue to believe that the lyrics of this song portray blunts real life experiences.

this song is so powerful. it jusr gives me goosebumps at the part where he sings, "...he has been here." I'm not sure what James Blunt is singing about, but some girls at my dance studio are doing a competitive number to this about the Holocaust, taking "him" as Hitler. I love this song I think the lyrics are just incredible Whoo!
