you are all basically rite. the song is actually talking about years after the end of ww2 in eastern europe and how things are finally changing for the better. there arent a lot of songs out there these days filled with so much meaning and emotion as this one. "Wind of Change" is truly a classic peice of art and is in the top ten in my books.
