um im not realyl sure if its about 9/11 i think its more about the media....like a paper tiger is probably something like false fears...you know like a real tiger is scary.....a paper one isnt. Like the song says "they toss paper tigers" im pretty sure that talking about how the media and well the government instills false hope in america to get the country to follow.
