what i get from the lyrics is that it deifinetly deals with maynard's childhood.
it is probably titled "Jimmy" because Maynard's real name is James, and everybody called him Jimmy when he was young.
and as the previous person said, his mother was diagnosed with...cancer? i think? and she had it for 28 years (or roughly 10,000 days) before she died.
